It's for URGENT LIFE THREATENING problems only for horses with a good chance of survival.

They also provide assistance to Law Enforcement Agencies including Canine Units, Mounted Police Patrols, Search and Rescue Units, and other animal related living assistance or education programs.

United Animal Nations Lifeline - Per the website: "a no-strings grant program to help companion animals and their caregivers with low or no income in times of life-threatening animal emergencies." I tossed my UAN magazine, but I believe that the grant is for a small sum - $250-500 or so and it's only available to caregivers who fit the low or no income requirement, so that would probably knock out the average joe.
